For every child, the right to Health
UNICEF Indonesia, in partnership with the Government of Indonesia and the Korea International Cooperation Agency (KOICA), is implementing the Improving Maternal and Newborn Health in Papua programme to improve access to quality maternal and neonatal health services that will contribute to the acceleration of maternal and newborn mortality reduction in Papua. The programme supports four priority provinces (Papua, South Papua, West Papua and Southwest Papua Barat) and seven districts through interventions that strengthen health workforce capacity, improve regional maternal and neonatal service delivery systems, and promote positive health-seeking behaviours among communities.
Under the supervision of the Health Specialist (MNCH), the Health Officer will support coordination, oversight, and strategic management of the KOICA-funded programme under the supervision of Health Specialist. The incumbent will support the Health Specialist to ensure effective programme implementation across all outcomes and geographic areas; facilitate coordination among UNICEF sections, field offices, government counterparts, implementing partners, and KOICA; monitor progress against planned results; identify and address implementation bottlenecks; and ensure timely donor reporting, knowledge management, visibility, and communication. The position will serve as the focal point for day-to-day programme management and donor engagement, ensuring the delivery of high-quality results aligned with UNICEF standards, government priorities, and KOICA requirements. This is a Temporary Appointment contract based in Jakarta with duration of 364 days.
How can you make a difference ?
The Health Officer will be responsible for the following key end results:
1. Programme management, monitoring and delivery of results
• Oversee programme implementation: Monitor progress across all programme components, provinces, districts, facilities, and communities, ensuring activities are implemented according to approved plans, budgets, and timelines.
• Results-based management: Support the maintenance and use of program monitoring systems and mechanisms to track programme performance, monitor key indicators, assess implementation quality, and ensure achievement of agreed outputs and outcomes.
• Coordinate programme reviews: Assist in organizing regular internal and external review meetings, implementation monitoring visits, steering committee meetings, technical working group meetings, and donor consultations.
• Monitor programme performance: Track implementation bottlenecks and delays, facilitate problem-solving across stakeholders, and ensure timely follow-up of agreed actions.
• Financial oversight: Work closely with Technical Specialists and Program Management Associate to monitor expenditure, utilization rates, donor allocations, budget revisions, and financial forecasts to ensure efficient use of programme resources.
• Reporting and accountability: Contribute to the preparation of high-quality programme reports, donor reports, management updates, briefing notes, presentations, annual reports, and other reporting requirements in accordance with UNICEF and KOICA standards.
2. Technical and operational support to programme implementation
• Support implementation and follow up activities related to programme outcomes: Coordinate implementation of activities related to health workforce development, maternal and neonatal referral systems, facility strengthening, community engagement, health governance, planning and financing, and health-seeking behaviour interventions.
• Support quality assurance process: Monitor implementation quality and adherence to approved technical approaches, workplans, monitoring frameworks, and partnership agreements.
• Support knowledge management: Establish systems for documentation of lessons learned, best practices, innovations, success stories, and programme evidence to inform decision-making and scale-up.
• Support monitoring missions and evaluations: Coordinate donor missions, external reviews, evaluations, audits, and field visits, ensuring timely preparation of documentation and responses to findings and recommendations.
• Visibility and communication: contribute to development of communication products, programme updates, advocacy materials, presentations, and visibility activities with support of Technical Specialists and Communication colleagues in line with UNICEF and KOICA communication requirements.
3. Network and partnership building
• Support donor relationship management: Support communication and information exchange with KOICA and other stakeholders under the guidance of the Supervisor.
• Strengthen government engagement: Support Chief of Health and Technical Specialist to maintain effective working relationships with Bappenas, Ministry of Health, Ministry of Home Affairs, provincial and district governments, and other key stakeholders involved in programme implementation.
• Facilitate stakeholder coordination: Promote effective collaboration among government institutions, development partners, implementing partners, professional associations, academia, and civil society organizations.

Minimum requirements:
- Medical doctor or hold a bachelor’s degree in public health, hospital management, epidemiology, health policy, health administration, international development, health economics or another related discipline.
- Minimum two (2) years of progressively responsible professional experience in programme management, health systems strengthening, maternal and newborn health, international development, or related sectors.
- Demonstrated experience managing large-scale, multi-year, multi-stakeholder development programmes.
- Proven experience in donor-funded programme management, including oversight of planning, budgeting, implementation, monitoring, reporting, and risk management.
- Experience engaging with government counterparts at national and subnational levels.
- Experience preparing high-quality donor reports, strategic documents, briefing materials, and management presentations.
- Fluency in English and Bahasa Indonesia.

- Previous experience working with UN agencies, international development organizations, bilateral donors, or government institutions
- Experience working in eastern Indonesia and/or fragile, remote, or decentralized contexts.
