Chief of Party Global Partnerships for Education (GPE) Multiplier Fund Project – Jakarta

ROLE PURPOSE:

The Chief of Party's primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. The COP will oversee all aspects of program performance, both technical and managerial. The COP will serve as the project’s principal contact point for all donors supported GPE program and will also be the project’s main contact for political stakeholders and civil society. The COP will supervise the recruitment, hiring, and supervision of all local staff and consultants. S/he will have overall responsibility in the areas of operations, administration, logistics, procurement, budgeting, and financial accounting.

Working with the CEO, Chief of Partnership and Strategic Program Operation (PSPO) and senior leadership team, the post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organisation are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Member Accountability Framework and Minimum Performance Standards for Associate Membership.

As a member of the Indonesia Leadership Team (ILT), the Chief of Party shares in the overall responsibility for the strategic direction, resourcing, oversight, governance, and coordination of Yayasan Save The Children (YSTC) in Indonesia within the agreed framework set by the Board of Patrons and the MOU with Save the Children International. He/she has primary authority for the day-to-day management of the organization’s operations as assigned/delegated by the Yayasan Save the Children Indonesia Board and Management. The post holder will act as a business partner providing strategic and technical advice to ILT so that the organisation is able to deliver sound financial planning, monitoring, management of all financial aspects of the organisation. The post holder will ensure that the organisation has agile structure and finance-related systems, sound business plan and mechanisms to carry out his/her duties in a high-performing organisation.

SCOPE OF ROLE:

Reports to: Chief of PSPO

Direct: Deputy CoP, Finance and Award Manager, Advocacy and Communication Manager, REALM Manager, Technical Advisor(s).. (TBC)

Indirect: Provincial Coordinator(s), Ecosystem Coordinator(s).(TBC)

KEY AREAS OF ACCOUNTABILITY:

Ensure efficiency and quality in the programme implementation

Ensure program implementation with high-quality programming delivery, on time, on budget, in line with the objectives of the Country Strategic Plan (CSP) 2025-2027 and in accordance with donor requirements
Responsible for the overall management of the project including technical, administrative, financial, operational and logistical management
Provide overall project vision and leadership, manage overall project design and delivery
Ensure synergy across technical components of the projects; ensures good team planning and coordination, deployment of resources and intra-team communication in support of project objectives
Oversees preparation and delivering high quality reports to donors, including quarterly and annual reports, annual work plans, technical and financial reports
Ensure all contractual deliverables and reporting requirements are met and in compliance with contractual requirements.
Administer the project’s financial oversight and procedures, ensuring compliance with accounting principles and donor regulations;
Managing any subcontracts and grants with local partners, ensuring the quality and timeliness of deliverables;

Maintain positive relationship with diverse GPE Stakeholders

Liase with GPE as the donor for technical and financial implementation of and reporting on programming, as well as with DFAT as the co-financing donor for aligning program with INOVASI.
Foster and maintain positive and professional relations, also good coordination and collaboration with Co-Chairs (National Government counterparts: Ministry of Education Culture Research and Technology / MoECRT and Ministry of Religious Affairs / MoRA), Co-Coordinating Agencies, all 14 Consortium Members, Sub-National Governments (Provinces, Districts), Local Organizations, Save The Children Australia, and other Education stakeholders within GPE Multiplier Fund Save The Children Ecosystem Convener for smooth and successful implementation that could reach program impact as part of our ongoing efforts in advancing Save The Children Indonesia’s mission.

New Business Development

Work closely with Chief of PSPO and PIC to support strategic donor engagement and resource mobilization
Manage the needs/requests of SC members, donors and external partners to ensure quality results in programming collaboratively with Members to generate new opportunities and write proposals
Introduce innovative approaches to secure flexible funding to invest in quality, evidence and learning

Ensure Contractual Compliance

Ensure compliance with donor regulations, and procedures, including compliance with all Special Conditions and Conditions Precedent in the Grant Contract.

Financial and Grant Management. Budget Control

Oversee the control of expenditures within budgets.
Ensure compliance with all relevant Save the Children administrative and financial policies and procedures
Ensure appropriate implementation, oversight and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all donor regulations and procedures.

Coordinate and Harmonize Program Delivery with overall Save the Children Indonesia Country Portfolio

Actively participate to align GPE program with Country Strategic Plan (CSP) 2025-2027 for related Strategic Goals and Enabler Goals.
Actively coordinate with the Chief of PSPO and Chief of PIC to ensure the GPE program is linked with and contributing to the overall country platforms.

Brand and Reputation

Contribute to ensuring all project staff are aware and are actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners

Staff Management, Mentorship, and Development – Program Implementation

Ensure that all staff understand and are able to perform their role
Manage Program Implementation team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up.
Manage the performance of all staff through:

Effective use of the Performance Management System including the establishment of clear,
measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
Coaching, mentoring and other developmental opportunities;
Recognition and rewards for outstanding performance;
Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.To be responsible for the work and professional conduct of staff and ensure that appropriate expertise is developed and maintained through continuing professional and personal development

Build capacity of programme staff and Save the Children partners and ensure advocacy is included in their plans and annual objectives.

Support identification and mitigation of risks including relevant reviews or updates on risk register.
Takes a lead in establishing, maintaining, and improving active and regular working relationships with: host government authorities, corporate and individual donors, and partner agencies including humanitarian and development donors, and local and international NGOs.
Acts as a role model in ensuring that Yayasan Save The Children Indonesia. complies with all Save the Children Management Operating Standards and Standard Operating Procedures.

External relation: Government, Health Service Providers, Stakeholders, Consultant, Donor, Vendors, other NGOs

QUALIFICATIONS AND EXPERIENCE:

Recommended a minimum of 15-year management experience in a corporate or an NGO environment, including significant field operations experience running both emergency and development programs
Master degree in Education, preferably PhD degree
Robust experience of leading consortium type of projects
Robust experience of program cycle management, and with experience of working within a complex and matrix organisation structure
Previous experience of managing and developing a team and the ability to lead, motivate and develop others
A very good understanding of education and advocacy programs, with specific context for Indonesia
Having good relationship and networking with Ministry of Education Culture Research and Technology (MoECRT), Ministry of Religious Affairs (MoRA), and Ministry of National Development Planning (Bappenas)

EXPERIENCE AND SKILLS:

Essential

Five (5) years’ experience as Chief of Party, senior management position, or equivalent, or 8-10 years of experience as the Deputy Chief of Party (DCOP) leading implementation of large international donor programs
Experience in leading complex consortium program with total budget of minimum US$ 25 million life-of -project.
Demonstrated knowledge and application of relevant DFAT and Global Partnership for Education (GPE) policies and strategies.
Ability to develop effective working relationships with GPE as international donor, government officials, civil society organizations, implementing partners, and other education stakeholders.
Knowledge/experience with DFAT and Global Partnership for Education rules and regulations required.
Significant knowledge of education program, advocacy, institutions and donors, and of procedures, accountability frameworks and best practices
Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
Ability to analyse information, evaluate options and to think and plan strategically
An in-depth understanding of national and international development issues in particular in relation to children well-being, especially in children education and development
Strong skills and proven experience in change management processes
Excellent interpersonal, communication and presentation skills
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable

Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
Advanced fluency in both English and Indonesian desirable
